Ozkan Engineering Inc. provides specialized engineering services in structural engineering, advanced finite element analysis (FEA), pipeline integrity, satellite-based InSAR infrastructure monitoring, and engineering research and innovation.

Our expertise spans the assessment and analysis of existing steel, reinforced concrete and composite assets, including bridges, pipelines, industrial facilities and other critical infrastructure. We support clients in understanding structural condition and performance, evaluating deterioration and risk, and developing technically rigorous solutions for assessment, rehabilitation and life extension.

Led by Dr. Istemi F. Ozkan and supported by experienced engineering professionals with complementary areas of expertise, Ozkan Engineering brings together capabilities in structural assessment, advanced analysis, infrastructure rehabilitation, monitoring and engineering innovation.

We combine advanced engineering analysis with practical engineering judgment, monitoring technologies and research-based methods to evaluate complex infrastructure challenges.

Our approach includes advanced numerical modelling and nonlinear finite element analysis to assess structural behaviour, strength, stability, serviceability and performance. These capabilities support the evaluation of existing infrastructure, including the effects of deterioration and damage, and the development and assessment of rehabilitation and strengthening solutions.

Where appropriate, advanced analysis is complemented by structural monitoring, including satellite-based InSAR, experimental data and other available information to develop a more comprehensive understanding of infrastructure condition and performance.

Our objective is not complexity for its own sake. We apply the level of analysis appropriate to the engineering problem, with an emphasis on technically rigorous, defensible and practical solutions.

Dr. Istemi F. Ozkan, Ph.D., P.Eng.

Founder & Principal Engineer

Dr. Istemi F. Ozkan is a professional engineer and engineering leader with more than 20 years of experience spanning industry, applied research and the public sector. His career combines technical leadership, multidisciplinary program development and advanced engineering expertise in critical infrastructure.

Prior to founding Ozkan Engineering Inc., Dr. Ozkan served as a Senior Research Officer, Program Lead and Theme Lead at the National Research Council Canada. His leadership roles included the Critical Concrete Infrastructure Program, focused on aging infrastructure, durability, rehabilitation and structural performance, as well as the development and leadership of research addressing climate-resilient dams. He led multidisciplinary initiatives involving infrastructure owners, government organizations, industry, universities and technical specialists.

Earlier in his career, Dr. Ozkan held engineering, project management and facility-management roles at C-FER Technologies, where he delivered applied engineering and research programs for major pipeline operators. His work included pipeline integrity and strain-based design, full-scale experimental testing, advanced nonlinear finite element analysis, and the development of large-scale pipeline testing capabilities. He also led the development of a large-scale pipeline leak-detection testing facility supporting the development and evaluation of leak-detection technologies.

His technical experience spans bridges, pipelines, dams and other critical infrastructure, with particular expertise in structural assessment and rehabilitation, advanced finite element analysis, infrastructure deterioration, pipeline integrity, satellite-based infrastructure monitoring, experimental research and technology development.

Dr. Ozkan founded Ozkan Engineering to bring together engineering practice, technical leadership and research-driven innovation to address complex infrastructure challenges.

Dr. Bessam Kadhom, Ph.D., P.Eng.

Senior Structural Engineer

Dr. Bessam Kadhom is a Senior Structural Engineer with Ozkan Engineering Inc. with more than 25 years of experience in structural engineering, research and infrastructure construction. His expertise includes reinforced concrete structures, bridge assessment and rehabilitation, structural strengthening, durability and deterioration, advanced structural analysis, and climate-resilient infrastructure.

His experience includes structural performance and load-carrying capacity assessment of existing bridges, reinforcement corrosion and freeze-thaw deterioration, FRP strengthening of reinforced concrete and metallic structures, full-scale structural testing, and advanced finite element modelling. He also brings specialized expertise in seismic, blast and impact analysis, including experimental investigation of reinforced concrete structures subjected to extreme loading and the development of protective and strengthening techniques.

Dr. Kadhom's background combines advanced research and analytical work with practical field engineering, construction and project-management experience. His career has included bridge construction and field engineering, structural laboratory leadership, major civil construction projects, and more than a decade of infrastructure research at the National Research Council Canada.

This complementary expertise strengthens Ozkan Engineering's capabilities in reinforced concrete structures, bridge engineering, seismic and extreme loading, structural rehabilitation and the life extension of existing infrastructure.
