istemi@ozkaneng.caDr. Istemi F. Ozkan is a professional engineer and engineering leader with more than 20 years of experience spanning industry, applied research and the public sector. His career combines technical leadership, multidisciplinary program development and advanced engineering expertise in critical infrastructure.
Prior to founding Ozkan Engineering Inc., Dr. Ozkan served as a Senior Research Officer, Program Lead and Theme Lead at the National Research Council Canada. His leadership roles included the Critical Concrete Infrastructure Program, focused on aging infrastructure, durability, rehabilitation and structural performance, as well as the development and leadership of research addressing climate-resilient dams. He led multidisciplinary initiatives involving infrastructure owners, government organizations, industry, universities and technical specialists.
Earlier in his career, Dr. Ozkan held engineering, project management and facility-management roles at C-FER Technologies, where he delivered applied engineering and research programs for major pipeline operators. His work included pipeline integrity and strain-based design, full-scale experimental testing, advanced nonlinear finite element analysis, and the development of large-scale pipeline testing capabilities. He also led the development of a large-scale pipeline leak-detection testing facility supporting the development and evaluation of leak-detection technologies.
His technical experience spans bridges, pipelines, dams and other critical infrastructure, with particular expertise in structural assessment and rehabilitation, advanced finite element analysis, infrastructure deterioration, pipeline integrity, satellite-based infrastructure monitoring, experimental research and technology development.
Dr. Ozkan founded Ozkan Engineering to bring together engineering practice, technical leadership and research-driven innovation to address complex infrastructure challenges.
